This is no specific file type, this is simply the file name... To Identify the file type you need to specify the . file extention, e.g. the filename me is nothing by itself but me.doc is a word document. This may be a system file or a corrupt file but withount a specific file path its hard to determin. More information would be required to answer that question.
The file name here is also the GUID - think "nickname" by which a chunk of functional code (driver, program, routine) is known by Windows. Almost always the only place you'll see a GUID is in the registry but for reasons unknown, MS decided to use it here. That particular GUID belongs to the Windows Media Player history file. While locating the file in the user's profile directory makes sense, why MS chose to call it by it's GUID and not, oh say - WMPHist.ini or something equally sensible is a real headscratcher. It's also virtually undocumented online, deepening the mystery.
Anyway, it's perfectly safe to delete or ignore; it'll be recreated the next time you run WMP.
