For Excel, use the Insert Row command.
The insert command
Select any cell in the row where you want the new row to be, press Alt+I (for insert) then press R (for row). To insert a new column at the selected cell, press C instead of R.
Insert in terms of the menu or tab on the ribbon, allows you to insert various things, like pictures, fields, dates, charts etc. Insert in terms of the typing mode will push text ahead of itself if you are typing in the middle of a word or sentence. The opposite is overtype which will replace what you have already as you type. Usually people work in Insert mode.
Cells Command
If you mean inserting columns, you can insert new columns into a worksheet, like when you may need a new column in the middle of existing ones. The Insert Function, allows you to insert new functions in a cell. The Insert key can change between Insert mode and Overtype mode, allowing you to change what happens when text is typed into existing text. In Insert mode, existing text is pushed to the right by the new text. Overtype mode replaces existing text as you type. The Insert tab on the ribbon allows you to insert lots of things, like charts or objects.
Basically it is the same, but some programmers call it import, and some insert. some software allows you to import new object created with another application and this can be insert new object.

Insert now
Overwrite just writes what you are typing, ignoring if there is stuff there already so it obliterates what's there. "Insert" moves sideways any existing stuff to make room for what you type.
