The operating system resides in secondary memory i.e., hard disk.when we boot our computer it is loaded into Primary memory i.e.,RAM and then loaded,this process is called booting

In MS-DOS, the file that contains internal commands loaded during the booting process is COMMAND.COM. This file serves as the command line interpreter and contains the basic commands necessary for operating the system. When MS-DOS starts, COMMAND.COM is loaded into memory, allowing users to execute commands and run programs.
When I got a new Windows computer the first icons on the desktop where those of the factory-loaded programs. So I would assume that if there was no factory loaded programs nothing would appear!
