Pet rats like variety. Make them wooden toys to help it wear its teeth. Make sure the toys are of a material that it can not tear pieces off of and eat as this can make them sick(except for wood).

At 12 - 18 months they should have push pull toys, open and close toys and peek a boo games. At 18 - 24 months they should have large blocks, phone toys and shape recognition toys. Wind up toys should be introduced at 2 - 3 years.
