I'm just making an educated guess but you should be able to charge the device if it is turned off. If it is turned on when attached to the 0.5 amp blackberry charger it will probably not be able to charge and power the device at the same time. My guess is it will eventually turn off because the load to run the Tom-Tom is higher than the 0.5 amp delivery. I know of a similar situation with the HTC Kaiser when GPS is enabled where the unit eventually drained all the power even when connected to a car charger that was under 1.5 amps.
