Prior to the System 360 computer systems were not planned in advance as a "family" with one architecture, instead one machine was designed then a few years later an expanded partially compatible machine was designed to keep up with expanding customer needs. Different machines with very different architectures were designed for different customer markets (e.g. scientific, business, low cost) resulting in having to maintain wildly divergent systems. The idea of the System 360 was to cover all customer markets (the only failing that turned up later was it could not cover the very low end of the low cost market).
