What it basically do is, it actually refreshes ur computer start up. For example: you just starded up a computer then u see it not completely refreshed and the icons dont apear very well, what you will do is Right click and press resfresh to Make these icons apear. But im telling you it really does not do anything to the performance, just simply refresh icons and programms.
