The sensors in your computer can tell if you are not using it so after a certain amount of time your computer goes into energy saving mode and black is the least energy consuming colour. If you are talking about a laptop, they do the same thing except they only create a shadow like colour over the screen.

If it has been working normally before this--no black border--then the monitor may have become unplugged from the computer. Shut down the computer. Unplug and then replug in all of the connecting wires, make sure the On button on the monitor is on. Image should be there when you turn the computer back on. If this doesn't work, try hooking the monitor up to another computer. If you have the same issue, the problem is the monitor. If not, the first computer is the problem.
I would begin by trying a different monitor that you know works. My second step would be to check the video card make sure that it is firmly seated in its slot. Also if you have one available try the monitor on a different computer. This would help eliminate either the computer or the monitor as the problem.
