If you have a smaller hard drive use 98 first, then change it to FDisk for the file changes to NTFS, then you use Windows XP, but if it's a bigger one like 75 GB on my Windows XP, then do XP first and then do 98 so it knows the hard drive!

No. First of all, not everyone would consider Windows an "upgrade." Secondly, Windows does not support migrating a Windows system, so you have to erase the hard drive and do a clean install.
C: Drive is the main drive within your PC and the most important. It holds all of your PC's folders and information, it is set as the C: drive automatically when you first install windows. Some of the folders it contains are, Documents and Settings Program files WINDOWS
