Compatibility mode
All methods of installing Windows XP provide the exact same degree of software compatibility.
To configure a legacy Windows 98 application to work on Windows XP, you can use the compatibility mode feature. Right-click on the application executable, select "Properties," then navigate to the "Compatibility" tab. From there, check "Run this program in compatibility mode for" and choose "Windows 98/Windows Me" from the dropdown menu. Additionally, ensure that any necessary dependencies or legacy libraries are installed on the XP system to support the application’s functionality.

Yes, if you use Application Compatibility Toolkit
If you have just installed Windows XP and now attempt to install your favorite game that worked fine under Windows 98 and Windows 9 but it won't work. When you attempt the installation you get an error, it is likely that your issue is one of compatibility.
it should. but if it doesn't use the troubleshoot compatibility tool by right clicking on the application file then clicking troubleshoot compatibility
You can try using compatibility properties (right click on the application-> "Compatibility" tab-> Choose "Run this program in compatibility mode for:"-> and choose operating system). You might have to try all OSes in the compatibility list. If none works for you can try using a virtual machine. There is one from Microsoft it's free for windows 7 and comes with free version of windows XP (this free version works only under virtual machine).
