Since before there was computers there has been world trade. Computers may have reached certain areas at fasters rates but the world has computers avalible to them at the same time.

My best answer I could give is in 1822 a man named Charles Babbage began working on a Difference Engine that would compute several sets of numbers and turned them into hard copies. Do to lack of funding this project never left the ground. Then again in 1837 Charles Babbage began working on a Analytical Engine. This mechiene contained Arithmetic Logic Unit, basic flow control, and Integrated memory. This was the first general purpose computer.

However your first ever programmable computer came between 1936 and 1938 by a man named Kanrad Zuse. He called this computer the Z1. The first Eletric Programmable Computer came out in 1943 by a man named Tommy Flowers. He called his computer The Colossus.

The world was introduced the the Atanasoff-Berry Cpmputer or the ABC. It was developed by Professor John Vincent Atanasoff and Cliff Berry in 1942.

Your very first user computer came to us in April of 1953. The computer was named The Acorn. This is when MS-DOS was introduced the the computer community and has since took off even ferther.
