Personally, I use the vertical scroll bar when I've got my window shrunken down to something less than full-screen. Sometimes, a message stretches out the window as well so I have to scroll over to continue reading, even if it is full-screen

Vertical Scroll Bar
Horizontal and vertical scroll bars are used to navigate through content that extends beyond the visible area of a window or container. The horizontal scroll bar allows you to move left or right, while the vertical scroll bar lets you move up or down. You can click and drag the scroll bar thumb to adjust the view, or click in the empty space of the scroll bar to jump to a specific location. Additionally, you can often use a mouse wheel or touch gestures to scroll quickly through content.
Use the scroll bar to the right of the screen. Click on any area outside the vertical scroll bar, and the display will move by one whole screen - either up or down.
That would be a bar graph.
No particular reason. They are equally effective.
A scroll box, or scroll bar, is used when continuous text, video, or pictures does not fit in a computer display or window. For example a person would use a scroll box to scroll down a page to view more content.
