You have to retexture it. You can do this by going into your minecraft.jar folder and copying the wolf's skin file to the desktop. Then go into a program like MS Paint, Seashore, Gimp, Photoshop or something similar. Then you just recolor the wolf, save the file, and replace the original file in your minecraft.jar folder. It is very important that you give the retextured file the same name as the original file.
