It is at the start of the formula bar. it is also on the formulas tab.
Functions can be entered directly in the Formula Bar. Beside the Formula Bar you will see the fx icon. Clicking on it will open up a dialog box to allow you to enter a function.

You can use the VLOOKUP function in Excel to find an answer located in a vertical table. Provide the function with the value you want to look up, the range of cells containing the data, and the column number where the answer is located.

There is no function of that name in Excel. There is a function called VLOOKUP which stands for Vertical Lookup, and is probably what you mean.
