To show the Language bar:
1. Open Regional and Languages Options and the Control Panel
2. On the Languages tab, under Text services and input languages, click Details
3. Under Preferences, click Language Bar.
4. Select the Show the Language Bar on the desktop check box.

You can't get it for mac. the AE staff have only made it accessable by windows vista, windows xp and windows 7
If you are in Windows 7, you can click (on the start bar) the box on the left of it. If you are in Windows XP or lower, click the icon on the Quick Launch Bar that has a message on it stating "Show Desktop"

The feature you are referring to is "Windows XP Mode", which is only available with Windows 7 Pro or Ultimate. There is a different feature that lets you set compatibility settings for individual programs in the related link. This compatibility setting isn't affected by BIOS settings. A couple of people have reported that PSE 7 works on Windows 7, and a couple have reported that they needed to set the compatibility to Windows XP.
