Well to annotate something is to make critical and explanatory notes of the work. This means to basically mark up the text. So to annotate a photo or a document you would take note on (or mark) the use of color, the texture, technique and so on.

To enable comments for everyone in a Google Sites document, first, open your site and go to the page where you want to allow comments. Click on the "Settings" gear icon, then select "Comments" from the menu. Under the comments settings, ensure that you set the permissions to allow anyone with the link to comment. Finally, save your changes to make the comments available to everyone.
