The BACKUP command is used to backup in DOS 6 plus version.
DOS sets an attribute of "Archive" on any new or changed files. This is basically setting a tripwire to let the system know that the file must e cleared during the next backup.
Attribute "A" indicates that the latest version of this file has not been archived. When A Backup gets made, this attribute is switched off. Use ATTRIB Command to see the Status of the Archive bit

No Dos is still used in many things today. Many programs are Windows Only due to them using Dos Files.

Model of what, if you please?This goes back to 16 bit DOS compilers and memory models , If a person must write programs in DOS could I suggest using DJGPP to avoid a whole bunch of nastiness that 16 bit programs introduce with the advantage of generating 32 bit programs.
