well on a windows PC you can need to have the partition format as NTFS (NEW Technoligy File System) and right click the file or folder click the share tap-advance sharing-then permissions or if you want to secure them locally on the hardisk right click the file or folder click properties then securty if you want to go more extened go to start control panel, admin tools in clasic veiw then local security policy or go to computer managment in admin tools and use eather users and groups or shared

Really the best way to do this is get vista ultimate or 7ultimate and use bit locker then you can encrypted your whole hardrive or even a cd, dvd, external hardrive, or thumbdrive even a micro sd card
