I'm posting this question *and* the answer to spare others the grief I just went through to get Toast working again on my G4. I upgraded Mac OSX to version 10.3.9 and discovered Roxio Toast Titanium 5.1.2 stopped recognizing my burners (internal Superdrive DVD/CD-R and external Plexwriter CD-R). This is the series of events which ended up fixing the problem for me... 1) I checked "About This Mac" and could see both the internal burner and an external PlexWriter. So I knew it was either Toast, or a conflict which was created after updating the OSX. 2) I tried activating, disabling, destroying, and otherwise messing with extensions in Classic 9.0. Nothing. Extensions were mentioned in a lot of the Internet threads, and on Roxio's own help page. 3) I threw out the "preference" file which in OSX is now a file that exists within the program "package" and ends with something like .rot or .rto. Nothing. 4) I downloaded a freeware application called Patchburn, which can help with situations where the burner is missing. Nada. 5) I reinstalled Toast and put in a fresh serial number. Nope. 6) I downloaded the Toast Titanium 5.2.3 Updater from Roxio... 7) It didn't want to install. On the fourth try, I found the Toast folder myself using "browse." 8) It updated. 9) When I started Toast 5.2.3, I had to enter my serial number, and when it started up it could see the Yamaha internal burner! Yay, me. I have no idea what the OSX update put in place, but Toast sure didn't like it. I'm surprised more Mac folks haven't had this problem. Hopefully this little post will help others out so they don't have to waste a day in stupid forums.

To reformat a CD-RW use a disk utility application, or an application like Toast. Reformatting will erase all media on the CD-RW. The CD-RW can then be re-written, or burned again with new information.
