Smaller communities may rely on the State prosecutor to evaluate police misdeeds. In almost all case, complaints against police are investigated by their own police department. If there is a cover-up, then the FBI or the major news media can become involved and expose the wrongdoing. In the end, it is always the citizens who need to hold the police accountable for their actions, or lack of action.
