Usually when you get that error it means that one of the Photoshop modules is either missing or corrupted. In the case of plugins, the plugins folder could be in a different area than is specified in the Preferences. It can also happen if you've got a corrupted font.

Try selecting a different font first, and then try adding text on a blank layer or new file. If you get the same error, do a repair reinstall of the program.
