The difference between PC and Notebook price is not that big. However, PC parts have no size and heating limitation requirement. It has lower durability requirements too (less moving parts). This allows cheaper production. For example, it is harder to make smaller hard disk that provides same storage space. It is harder to cool laptops graphical card.

Usually Intel Atom or ultra low voltage processor is used as it has extremely low power consumption and with that a very low heat signature, which minimizes or eliminates the need for active cooling, the main contributor to thickness of notebooks. As storage, notebooks would use a standard sata 2.5" hard disk or SSD. On some notebooks and most netbooks the SSD is soldered on the mainboard to save space. Then there is a battery package, integrated or not, keyboard and trackpad, and the screen. On ultra thin notebooks it is rare to see internal optical drive but those that do have it would have an ultra thin DVD writer included (such as Toshiba Portege does). So in essence the thinnest notebooks are not that different from full sized ones except when it comes to heat generating parts, and in integration of components for lowest power consumption possible.
