If the video driver is corrupted, it can make the screen do crazy things. It is easier to replace the driver than to get a new monitor. You would hate to buy a new monitor and then still have the video corruption.
Before trying to replace the driver, it would be good to start by scanning for malware. There are viruses and spyware that can cause video corruption. The Cydoor spyware module would leave a green dot in the corner of the screen, and a spyware remover fixes that. It is likely that the author put the green dot in there to be able to trace how well it infected machines and forgot to remove it after the code worked as intended.
It will not show up on a regular drivers license check but if the officer runs a criminal history check it will show that you were arrested for the offense but not convicted.
