I assume you mean that a copied black square, for example, is too black and damp with toner? There is a special film of clear plastic, covered with closely spaced white dots, that is placed over the black square before copying. The white dots break up the appearance of the black square and the finished result is a less-dense looking black square. The film, If I remember correctly, is a half-tone sheet. But I'm not really sure - so inquire at a stationery store.
