Flash memory is what is called RAM/ROM it is both RAM ( Random Access Memory ) and ROM ( Read Only Memory ). Flash memory can be used to store data, but has a limited number of writes before the memory "forgets that it exists."
ROM is the same thing as a hard disk's memory. It's in a solid state when the power is off. ( Stored as a magnetic charge. )
