PayPal will sometimes hold the money because it is seen as a way of increasing buyer confidence and safety. Generally "holds" apply to new sellers, sellers with a poor feedback rating, and/or items being sold in what are perceived as being high risk categories.

Once the buyer has left positive feedback for the seller, or once 21 days from the date of payment have passed without the buyer initiating a dispute, claim or chargeback, the funds will be released and become available for the seller to use.

Be sure that the funds do show as being on hold in your PayPal account, though, as there is also a well-known scam where buyers receive spoof emails telling them that funds will be released to them after they have been given a tracking number. This does not happen. If in any doubt at all as to whether a message you have apparently received from PayPal is genuine, you should contact their customer service department to check beforesending out the item.
