Photoshop CS5 is much better then CS3 if you asking you this question. Why is cheaper or more expensive can answer only Adobe.
Low cost - Photoshop Elements, expensive software- Photoshop for sure.
Get an offer from your software supplier. Photoshop CS is an expensive program (it is the industry standard however) and Adobe wants to continue to make money from it so if you find a free download either it is a trial or it is illegal.
Creative Suite. The Creative Suite family is VERY expensive.
Photoshop Elements is Photoshop but with less features, so Photoshop is better but it is professional level software. For home use or to get started Photoshop Elements is OK.

There are currently 4 versions of Photoshop: * Photoshop CS4 Extended * Photoshop CS4 * Photoshop Lightroom 2 * Photoshop 7 Elements (Mac version is 6) * Photoshop.com If you just want to "try your hand," at graphic design, then Photoshop CS4 Extended is a bit overkill for you needs. Photoshop Lightroom 2 is geared toward professional photographers, so that's not really what you would need either. That leaves Photoshop CS4, Photoshop Elements, and Photoshop.com. Of those, Photoshop CS4 is going to be the most expensive, and the most powerful. Photoshop.com offers a basic online photo editor, and from what I can tell is free. Photoshop Elements is somewhere between CS4 and .com in terms of power. I'd recommend trying out Photoshop.com, and if that doesn't suit your needs, to try Photoshop Elements or Photoshop CS4. Adobe provides free trials of both on their site.

There is only one Photoshop. There is a Photoshop Elements which is a scaled down version of Photoshop. There's a companion to Photoshop called Lightroom. Many of my friends like Lightroom but I've used it so little I can't comment intelligently for a beginner. You may want to check prices before you ask further. Photoshop and Lightroom are expensive. If you only want to enhance photographs Light room may be the better of the two for you. Photoshop also does graphic design and does preproduction preparation for printing like for magazines or books. Photoshop Elements is more reasonable. If you don't expect to get serious about photography and just want to improve snapshots Elements will likely do good enough for you and it's the cheapest choice.
Photoshop is a commercial product and so needs to be purchased. There is no legal way to acquire it for free. There are free alternatives to Photoshop such as Gimp.
