Default settings can be changed for anything, so yes you can change them when you are printing a worksheet in Excel.
A default is an existing setting. So in Excel when you type something into a cell, a font has already been set, a size has already been set, a colour is already set and so on. You can then change any of those things, but their initial settings are the default settings.

Generally speaking, no. Most applications write their settings to the Windows registry. When the installation of Windows they were installed in isn't running, the applications cannot read their important settings, and so most will not function. "Portable" apps that store their setting in a local configuration file should run fine.
The default settings are those settings that are automatically used when a program is run. For example, the default typeface in MS Word is Times New Roman and the default size is 10 point. Likewise the default paragraph spacing is single line, so if you wanted a double space between paragraphs you would have to hit Enter twice. However, all default settings can be altered, so you could elect to have whatever typeface you choose, at whatever size you choose, with whatever spaces between paragraphs you choose.

This window lets you choose what you would like to use Windows Media Player as the default player for. Select the types of files you want to use Windows Media to be the default player on.
