The Wi-Fi might be disabled by a button on your computer, in Windows or a third party software, or there just isn't a compatible WiFi network close enough for it to connect.

To connect to the internet via wifi you will need: A wifi enabled laptop/pc OR a wifi card/adapter. A wifi router/network with the internet connection connected to it. As long as your router is set-up correctly and your laptop is fairly new you shouldn't have any trouble connecting to the internet.
If you have been able to connect to this specific WiFi before, then I can't help you, but if this is a new WiFi connection, then the WiFi must not be compatible with the iPod touch for whatever reason. I would recommend going to Starbucks or Ralphs or some place like that where there is free WiFi until the problem is solved.
