A URL (Uniform Resource Locator) is called that because it is a uniform method of describing a way of communicating data between your local machine and another remote machine. If it didn't follow the rules for the uniform standard format, it would not be recognized as a URL and would no be meaningful. In a web browser, the URL information is sent as a request to the remote machine which determines what to do based on the URL contents.
