Sometimes you want text floating over something instead of being in a cell on the worksheet. This is where a textbox is useful. It can be used to highlight something, often using arrows to point at things, like you can do with a callout.

You can find it on the drawing toolbar or on the Insert tab. Then click on it and drag out over the worksheet wherever you want it.
If you have the newer version of MS Excel (2007+), the wrap text button is on the home ribbon above the 'Merge & Center button' in the Alignment box. If you want to do this manually you could right click the box you want to wrap text in, scroll to format cell, go to alignment and chech the Wrap Text box under Text Control.

To add what is called a comment in a cell in Excel, press Shift-F2. You can also draw a text box on the worksheet and type text into that. A comment will only be seen when you put the cursor over the cell. The text box can be seen at all times.
There are the standard titles for the chart and the axes that you can put on. If you want additional text on a chart, one way of doing it is to use a text box. You may want to change colours of text and the background of the textbox and the lines to blend in with your chart.
Yes. Go to Format Cells, but pressing Ctrl - 1. Then pick the Alignment and you can type in the amount of degrees that you want the text rotated. Alternatively text can be put into a text box instead of a cell and manually rotate it that way.
I always insert a text box into the document first. Then I copy and paste the graph or spreadsheet element into the text box. The elements seem to behave better in the text box, and I have total control to move the text box wherever I want in the document.
Normally that does not happen. If you have an empty text box positioned over a cell, then it might happen when you try to click that cell.
