Really the only thing you should ever use Explorer for is Windows updates. All other browsing should be done in your safer Mozilla (Firefox, Camino, etc.) browser. If Explorer is not working there is no easy way just to reinstall it, the best thing to do is to reinstall the OS. It's better anyway to be sure you got rid of any other problems that may have caused Explorer to stop working. IE is a fine, safe browser. I'd be concerned if it does not work. This may be a sign of a virus. Do a full scan with Malwarebytes.
