Microsoft Silverlight currently does not work on Android devices. It will work on OSX and various versions of Windows. The Android developer community is working on it though.

Microsoft only allows Microsoft 8 RT to be installed on certain devices, so it is highly unlikely that any Android device will ever run Windows 8 RT. However, it it technologically possible for and Android device to run Windows 8 RT, with the only limitation being Microsoft's strict policy on the devices that will be certified to run it.

No its not possible to get Android over non Android device, just because running Android OS requires an environment as hardware which is capable to run Android OS. If I talk about other phone they don't have the clockcycle to work with, and even if you somehow do that whole device will become unstable. So, that isn't an option to move forward with.
