Will a 1971 429 dove crank work in a 1973 460 block and if so do I need the cam out of the 429 to be transferred also?

It'll work. If you're using an auto trans you might have to use the torque conv. from a same year big block. Also, use the harmonic balancer that was on the 429. You don't have to use the cam but you'll get better high end power if you do.
