you can't format the drive that you're running windows from while in windows. use the setup disk to run a recovery console and you should be able to format it from there using format c:

If you format a hard drive that contains Windows, it will be removed. Formatting a drive gets rid of all of the information on it. However, you can right-click your C:/ drive and click format, but it will not allow you if your current OS is running on that drive.
You can re-install Windows 7 (or a different OS over Windows 7) by mounting an ISO disc file to your ROM drive or by placing the Windows 7 (or a different OS) installation disc into your physical ROM drive. You can not simply downgrade to Windows XP from Windows Vista. If you want to completely remove Windows Vista in favor of XP, you will have to format the hard drive and reinstall the OS from scratch. Windows XP will not install on top of an existing Vista installation.
I use my Compaq computer 'start up' discs to erase the hard drive, this is called 'formating'. Then I reinstall Windows XP and whatever I want on my computer. Don :) I agree with Don. Reformatting wipes the drive clean, and you get to start over.
