Yest they can, but you'd probably need a decent computer and video card with the right software to be able to accomplish this. I do it all the time with my set-up. You also might need to get a macrovision scrubber to go along with everything too.

HD DVDS are DVDs that can be played on high definition TV players. The regular DVD can be played on any TV and is not in the same definition as the HD DVDs.

Used DVDs are always cheaper! Amazon sells preowned DVDs that are in good condition. eBay also has cheap used DVDs. Amazon sells new DVDs at a smaller price as well.
There are several capacities of DVD. When you shop for them the package will tell what capacity the ones in the shop are. The prerecorded DVDs that I have range from 4.54 Gb to 7.81Gb depending on what was recorded on them
You have to convert the dvds first.
