Low battery voltage. Either battery cable may be loose at the battery or at the positive terminal of the starter solenoid. The solenoid contacts are not making when it pulls in. The brushes are worn out in the starter motor. Whack the starter with a hammer while someone tries to start. sometimes that will jar it into working.r
That is probably your solenoid. It is what tells the battery to send voltage to the starter so it will crank the engine over. Most of the time it is just a low battery that makes it make that sound. There isn't enough voltage to keep the solenoid engaged. Although, it could be a bad solenoid. If jumping it doesn't start it then it is more than likely the solenoid. If jumping does start it then you need a battery.

the vehicle's anti-theft system has been engaged. read the manual for the correct recovery procedure, it may be to put the electronic security key in the ignition lock, but the manual will say.

Check the solenoid & check wires to see if they are grounding on metal. I would guess that the small wire on solenoid (marked "S" for switch) is making contact with the engine/frame thus making a complete curcuit but bypassing the ing switch.
Starter solenoid is sticking. Replace it.
The idle speed control solenoid controls the idle of the engine when the air conditioning is engaged. Since the ac pump draws down the engine idle the solenoid increase the idle when the ac is on.
Good power all the way to the starter, 12 volts at solenoid/start circuit wire when key engaged, but no click or starter engage

That clicking sound could be the sign of a weak, if not a totally discharged battery. Or, it could indicate a defective solenoid in the starter, or a defective bendix spring in the starter. If you are convinced that the battery is not the cause, I'd focus on the starter.
