All you need to due is to put your itouch into DFU mode by holding down the sleep/wake button and the home button for 10 seconds and you will then release the sleep button after 10 seconds but keep holding the home button down. Do this while is plugged into your computer. Itunes will then recognize it and you will then be able to restore it to its firmware and it will work properly. Unless you battery no longer holds a charge.

Yes your computer can be on idle, but not off. The screen can just go to sleep. Just to make sure, when the computer has idled, look at the ipod and see if it is charging.
