Most Toshiba's have built in software to let you burn the disks yourself and a recovery partition can be accessed by pushing a button while booting(example: F8). If not, i will recommend you to buy them from Toshiba.
NO.. it is NOT! It is a CD-rom, DVD-rom ONLY device. You can read both CD's and DVD's with it, but not burn them. For that you need a CD-R or DVD-R, which the sd-c2402 is NOT!
