You can test a car fuse in two simple ways:
Pull the fuse out and look at the metal strip inside. If it’s broken or burnt, the fuse is blown.
Set a multimeter to continuity or resistance. Touch the probes to both terminals:
Beep / near 0 ohms = good fuse
No reading / infinite resistance = blown fuse
Some cars also have test points on top of the fuse, so you can check it without removing it.
Tip: Always replace with the same amperage rating, never higher.
Not while it is in the fuse holder. Pull it out and if you cannot look and tell if it is blown or not, test it with an Ohm meter.
Who knows? You need to test the circuit with a test light or digital multimeter. It could be as simple as a blown fuse, or it could be a defective car stereo.

take the fuse out and look for the filimate to be broken or take a 12 volt test light and with the car switched on check both ends of the fuse if only one end lights up then the fuse is blown.
It depends what fuse but yes it is possible. If it is the ignition fuse then yeah your car won't start. If it is the fuse for your horn, yeah the car will still start.
