Is the question how many volts are four, 9 volt batteries or is it how many volts are in a 49 volt battery(if it exists)? Four nominally rated 9 volt batteries wired in series would yield about 36 volts while the same four wired in parallel would provide ~4 times more current or last about 4 times longer in the same circuit.

The battery rating shown on the battery is a nominal voltage the actual voltage output of the battery can be higher or lower.

First different technology batteries actually produce physically different output voltages. ie: a battery is made of cells and dependent on the type of chemistry the cell is made from the actual per cell output can very from 1.2 volts up.

Batteries made with Lead plates surrounded in Sulfuric Acid (typical car batteries) can produce 2.0 volts per cell (measured open circuit). Lap top Batteries can be about 3.6 - 3.7 volts per cell while alkaline batteries (flashlight batteries) start out at 1.5 volts. To obtain higher voltage battery outputs the cells are wired in series and the voltages adds up. To obtain more current capacity cells are wired in parallel.

These are nominal voltages the circuit drain causes the cell voltage to drop eventually the battery output is to low to power the application it is used in at which point it is considered dead. Even though there may still be some energy left in the battery.
