I was at Napa the other day and I got Halogen headlights for my car the man that was serving me told me DO NOT touch the bulb with your skin as the oils from our skin can make Halogen bulbs not work (they may work for a bit and then stop). Maybe try replacing the bulb without touching it. (wear some mits or something I know lamps can be a pain)
