You need to burn the CD with software that knows how to create and format a "regular" DVD that will play in any DVD player. DVD players usually look for files in folders marked Video_TS and Audio_TS, and the Video folder has files with extensions BUP, IFO and VOB.
No you can not, as CD-ROM games are for a PC or MAC.
That's because you have burned the file to a CD and not a DVD.

Most modern PC's will play DVD movies. However, you need to make sure your PC has a DVD drive. Some older or very low-end PC's have only a CD player, which will not play DVD's. Also, some laptop and notebook PC's save size and weight by omitting to have a built-in DVD drive. In this case you can plug an external DVD drive into a USB port.
Depends on your computer's player. Do you have a DVD player instead of a CD player? If yes, then it's just a matter of having the software and you should be able to find that free, on the 'net.

S/PDIF (Sony/Philips Digital Interconnect Format) ports are used to connect to external sound equipment such as CD or DVD players to a PC. page 435 of A+ Guide to Managing Hardware.
If the game has been released on a PC CD (will be more than one CD included in the packaging), then you will be able to use it to play The Sims Life Stories. Otherwise, you will need to upgrade to a DVD player for your PC. The regular old DVD players for PCs are fairly cheap these days if you get one without any whips and bangs. Just get something simple if you must.
Sometimes. There are multi-use DVD/CD drives in some PC's, but that drive must be specially configured in order to play a DVD. Interestingly enough, most DVD players can already play a CD.
In my experience, the laptops have slower drives in terms of read speed.
First start the PC and then press f2 for bios then boot to CD/DVD
