If you removed the ROM chip - then powered up the computer, you would simply get a blank screen. The operating system 'kicks in' because the ROM chip tells it to start.

ROM (Read Only Memory) is not affected however RAM (Random Access Memory) is affected and erases when power is switched off. No damage is done to either as they are both designed to function this way.
