It sounds like you have a power supply problem. The capacitors on the switched mode power supply have changed value or failed completely. Replace or repair the power supply section.
It can mean several things, for starters, you Playbook could be low on battery, or, it is the Coverage indicator, if you want to turn it off go to, Options then Screen/Keyboard then set LED Coverage indicator to OFF.
