Plastic (as well as a few other materials, e.g. rubber) is used as a protective layer to cover the wiring. Plastic is non-conductive, so given that there are no faults in the plastic, the electricity will not be able to pass through this protective layer and harm the handler. The actual wire itself is most commonly made out of copper.
