You might want to check the starter, but first tighten the battery connections first. The same thing happen to my wife's car. I tighten the battery connection and the lights came on and car started.
There should be a fuse panel box close to the battery. Open the lid and there will be several fuses and relays. The lid of the box shows the layout of the fuses and identifies the location of the fan relay.
i believe it is in a fuse box right next to your battery. the top of the box shows the part of the car the fuses go to.
If it does nothing you have a loose or corroded battery connection. If it clicks and will not start then the starter may be frozen and or defective. I would also try jump starting it to make sure the battery is good even though it shows full charge.
Im looking at my owners manual for my 94 750 katana it shows the fuses are located under the seat behind the battery closest to the rear fender hope this helps

window relay is in fuse panel on passengers side of dash, open pass. side door look on end of dash . take panel cover off and read on in side of cover shows what everything is for ! fuses & relays other relays & fuses under hood on pass. side OVER-TOP of battery square black box there with plastic screw nut holding cover on ! inside cover shows what relays & fuses goes to they are numbered ! hope this helped ! The 2001 Owners Manual shows fuses #110 (RH door) and #118 (LH door).Very likely these fuses apply to 1999-2003 Windstars

Among other things; Just because a battery has approximately 12 volts does not mean it is good. It can produce those 12 volts but without the amperage available from a good battery, you will get nothing. defective plates in the battery will allow it to generate 12 volts while severely reducing the available "cranking amps". Quickest way to rule out a battery is with a jump start.
