It doesn't work that way in measuring things. When something says "2 parts" it means in relation to ratio to other things.
For instance... if you have Sandalwood and lavender. If you need 2 parts sandalwood and 1 part lavender, you'd do this.
Say, maybe 2 cups sandalwood to 1 cup lavender. The same ratio could be 2 Tablespoons to 1 Tablespoon.
The same thing if you needed 2 parts sandalwood to 4 parts lavender. You'd need 2 (cups, quarts, spoonfuls, whatever the measurement) sandalwood to 4 (cups, quarts, spoonfuls, whatever the measurement) of lavender.
