I think it is because of the light bulb so I have to buy a new light bulb.

The oven should be very clean now .The oven cleaner I use is kleeneeez but there are other substitutes , have you ever tried using a steam cleaner aswell they work pretty well .

Yes, that would be a good idea to keep the cupcakes from sticking to the pan. I've also seen aluminum cupcake wrappers, those work well too. Put the papers inside a cupcake pan though, not directly on an oven rack.
