It makes absolutely no difference. The dull side is simply the result of how the aluminum goes through the rollers at the factory.
To make aluminum foil slide faster than a child, you can smooth out any wrinkles or creases in the foil to reduce friction. Additionally, you can sprinkle some oil or water on the surface where the foil will slide to further decrease friction and increase speed. Lastly, ensure that the surface is smooth and inclined to provide a slick sliding path for the foil.
You can effectively clean a grill without using a brush by heating it up to high temperature to burn off residue, then using a ball of aluminum foil or an onion cut in half to scrub the grates. Finally, wipe down the grill with a damp cloth or paper towel.

It will certainly stick at first. But the parts in contact with the grill will char and can be easily removed. And the fats rendering from the meat will drip down and help lubricate things as well.
